Works well, sometimes hard to start

I'm draining a 3M gallon pond and have completed about 80%. The only problem with the pump is it sometimes fails
to start. If it doesn't start in two pulls, then it won't start at all. I then let it sit for 20-30 minutes and it will then usually start right up. No idea why it does this. I start it the same every time. Fill tank, set choke and pull the cord. Engine is typically cool enough to touch the exhaust so it isn't hot.
It typically has run out of gas by the time I get back to it. Other than this, it primes and runs well.
