The outside dimensions the box are 26D x 19W x 24H. Inside dimensions are as follows:
12 inches up from the bottom - 20D x 15W
19 inches up from the bottom - 17D x 13W

No. It will protect from the elements, but there is no insulation. However, you might be able to install some if you desired.
