It might with thin enough material and long enough staples but you really should use finish nails at least 2" long

The R150FSA uses 18 gauge ¼” staples, from 3/8” to 1-1/2” in length. It is a Narrow Crown Finish type stapler.

The Ridgid uses the 1/4" staples. When you are at the store looking for staples for your gun, the box will usually tell you what models those staples are for.

Yes, the R150FSA can be used for the installation of carpet. It uses staples from 3/8 in. to 1-1/2 in.

For installation of the furring strips it would be great. Not sure about holding power on material of a 1/4 inch staple. I would consider testing.
