Can Someone SolveThis Mystery?

After I complete a wash cycle, if I choose to do a quick rinse cycle, the washer does not drain and spin and the clothes are left soaking wet. I had GE service come over and they tried JUST a quick rinse cycle, and the clothes were just damp (as they should be) at the end of the cycle. So the repairman concluded the washer was working fine. But I just did a wash cycle (after which the clothes were just damp), then did a quick rinse cycle, and again the clothes were soaking wet at the end of the quick rinse cycle. Can someone from GE address this and tell me if my washer has something wrong with it? Thanks!
